Hi - A southern child pronounces the word "brother" as "bubba" when he first learns it. As Bill was the oldest brother Roger Clinton probably learned his name as bubba. It also has a second meaning as a good old country boy or hick as in "Bubba sure taught them Washington boys some new tricks." Outside the south a "bubba" can be retarded or uneducated as in "They thought of him as a {stupid} Bubba, but he confused and defeated them."

Good luck from an ex-Arkansan
