A Siemens purchase of Motorola would be bad for QCOM if only because it would divert production into GSM, especially in China, where Motorola is the only foreign firm now producing.

But Motorola is also doing CDMA in China right? It is the only current supplier of handsets to Unicom and is an infrastructure supplier. It could be that Siemens sees China going CDMA or W-CDMA and wants an iron in that fire.
