I am not talking about sanctions. Saddam found many ways to circumvent those. He trucks oil to Jordan, pipes it to Syria, and smuugles it through Iran to tankers in the Gulf. He does this all "illegally."

The no fly zones are not troops on the ground and I never argued that lots of troops would not be necessary just that the huge fight in Baghdad you envisage might not. That a lot of people who went against him are dead does not mean that the remaining populations are for him. His development of WMD and willingness to use them means containment is just as dicey as invasion, probably more so. Yes he will shuffle off this mortal coil but that is no garrantee that he or his successor will put WMD's in the hands of individuals that are inimical the security of the United States. As you say, we should not base the security of the United states on hope.

He wasn't prevented except perhaps during the Gulf War. The amount he could sneak out and sell is less then the amount he could have sold with no restrictions but was not insignificant.
