If that's the crux of your argument, then you are mistaken. Stock buyback goes towards employee stock bonuses, a necessary compensation if you want continued positive results from your work force.

Ok, let's say by your definition, Intel isn't making money. However, their revenue minus yearly expenses is still a positive number, which is what reassures investors to keep their holdings in that stock - and this also goes for most other tech companies out there that aren't "making money" by your standards. Why should it be any different for Intel?
