deal that he struck with Hirohito There is also the deal that Hirohito struck with him. MacArthur agreed not to prosecute members of the Royal family for war crimes. Hirohito was a leader and a willing participant in the war, but it was considered a better deal for us to leave him, and his family members, alone. A lot of the "War Crimes Staff" that prosecuted war crimes among the Japanese were really pissed off by actions that stopped some of their attempts to get Japanese leaders.
