Who decides when my rights are affected or not affected?

Maybe I feel that private consensual behavior which leads to unwanted pregnancies and/or fatal diseases and which impose costs upon our society do affect my rights.....

Where the first part of this statement is true, the latter part is true also. Societal issues erupt wherein it is not.

If the first part of the statement is not true, than either the behaviour is not private or there is no consent. These are cases for legal action, and they are already covered by existing law.
