I think the Israelis have been stalling for time to enable them to get rid of incriminating evidence. Early on, while the fighting was going on, they refused retrieval of the sick and wounded to be treated with medicine. They also disallowed the recovery of bodies by the Palestinians for burial. No wonder others suspected them of trying to cover up evidence. To be sure, the bulldozers did cover up lots of things and people!
