That's a case of a politician trying to improve his odds. George Ryan is the governor and has the baggage of the driver's license places in Chicago handing out C tickets for cash when he was Sec of State.

Jim Ryan is the AG and running for governor and wants the public to forget George Ryan lest when they see Ryan on the ballot they get confused.
