That is definitely the soft white underbelly of our great economic system. Those at the top who comit crimes rarely pay for their misdeeds. Jail is for stupid people who don't know how to comit crime in a way that society will permit (i.e. white collar).

Just dug out the issue and see it would not still be on newstands. The issue is dated March 18,2002. The cover is a photo of a cell-block and it reads It's time to stop coddling white-collar crooks And then in huge print it reads Send them to jail.
And you see a hand holding Hand Cuffs.
