Most likely, same as now. It is apparently much cheaper to produce hydrogen gas from natural gas or other hydrocarbons, than water (easier to break the C-H bond than the O-H bond). So that means that oil and gas people will duke it out with electric power producers (excess wind or hydroelectric?) to decide who controls the Hydrogen market.

Several oil companies are now calling themselves energy companies because of the changes that they see coming. Exxon still has blinders on, and they want it to be 1955 forever, like Cheney. Those energy companies who are forward thinking will have a big part of our energy future, but I don't think that hydrogen will be controlled by a handful of companies and countries, like gasoline and diesel are now. That is because the hydrogen can be created by surplus off-peak electricity by the electric companies, and by other methods, as well as from fossil fuels. It would even be practical for farmers to reform it from farm waste. Methane from digesting manure is CH4. It is easily converted to pure hydrogen. Some farms could be net producers of energy to supplement their income. There are many other sources of hydrogen as well.

Hydrogen is not only a clean fuel, it is very democratic.
