Most people, even before reform, got off the dole in about 2 years. The problem is the structure of negative incentives, what are called by insurance companies "moral hazards", that tended to perpetuate the underclass, which is, by the way, mostly white, although blacks are disproportionately represented. Welfare did things like reward people for having more babies out of wedlock; it made it uneconomical to get married, substituting the government for fathers; it did not make provision for learning survival skills, like how to interview or making sure that one made appointments on time; it did not make provision for childcare, to encourage mothers to work once children were school- age; and so forth. Some steps to discourage dependency have been taken. More are likely to evolve. I myself, for example, would favor group homes for teenaged unwed mothers, where they finish school, learn household skills, prepare to enter the work force, are kept clean of drugs, are subject to a curfew, and help one another with their toddlers, under supervision, of course. This should be a condition of receiving welfare, so that getting pregnant is not a ticket to one's own apartment free of parental supervision, with no expectations........
