I think it boils down to capital expenditure budgets. They have been set for the year. I see no meaningful increase in tech spending because of this.

If captial expenditure budgets for tech increase in 2003, then we should see a pop in the NAZ in late summer. Will the budget increases be large? I doubt it. What CIO is going to put his neck on the line with a big increase? Maybe 2004.
