That is a normal expectation: 1966, 1970, 1978, 1986, and of course 1994. 1998 might qualify, as the Carvilles were guaranteeing punishment of the Republicans for retaining some semblance of integrity under the Clinton dark years-but the election was basically a wash. The off-year rule of thumb usually doesn't apply in wartime. I doubt it will be seen at all in 2002, because the public was treated to the Democats' utter contempt for democracy in the aftermath of the preceding election-and they remember things like that...
