a fish deciding to evolve some legs doesn't seem real fishlike, but it may just help his survival if he can use those fin/legs to crawl over to the next waterhole during times of draught.

and if the U.S. starts to develop an energy policy that makes us less dependent on mideast oil, coal could be influenced beneficially in the short term. Which could be just the thing that allows the fund to crawl over to the next waterhole.

Would you want to be buying techs last January? How about now? If I was forced to deploy my funds into the market right now, I think I would prefer to put it in coal over tech.
