fyodor - That the SEC doesn't presently require these expenses to be counted as such doesn't change the facts.

The SEC has nothing to do with expenses, or accounting thereof.
The Financial Accounting Standards Board sets such matters - and Intel is goverened the same as AMD or GE or Disney or any U.S. corporation.
