But then, look at it this way: it may be a good negotiating strategy. Some sort of good cop, bad cop routine. Powell being the good cop, DeLay, Army being bad cops. Suddenly, Bush may look to the Arab world as very even-handed, or actually a good cop.

Joe, I don't know. From an Arab perspective, I don't think any American leader is a good cop since we support Israel strongly. And I agree Armey speaking his mind but he should also know when to keep it shut.
