I'm very skeptical of AMD's claims. The slide on page 25 seems to suggest 4.5x CPU capacity in Dresden by 2004, mostly due to smaller die sizes on more advanced manufacturing processes, rather than significantly increasing the wafer starts per week.

Personally, I think it's a pipe dream for AMD to think that it can scale down their CPUs, without adding any features that will increase the die size. Intel most certainly will be adding features, cache, and many other enhancements to stay competitive, and it appears that they are anticipating >100mm^2 die sizes in the future. If all AMD has is a smaller die, they will eventually fall behind in performance, even with the Hammer core. And if that happens, more capacity buys them nothing.
