C'mon now, why do we need the SEC to do that?

Since when was the general public forced to buy those worthless new issues?

The general public was blinded by greed and paid for it, as were a lot of supposed professionals in the investment business. As it should be.

<<All we needed was for the SEC to stop investment bankers from selling worthless stock to the general public. >>

We also needed the general public to stop buying worthless stock from investment bankers. It's amazing how lazy investors were for so long. Doing even a modicum of DD was apparently too much to ask.
