Different MFs have different rules. I don't know the answer. I know several that can only buy if dividends are paid. I know several that buy and sell based on trailing PE. Not all of them are so inflexible as to stick to their own "rules", but some are. Janus is in a heap right now. I think they are making some good moves, though I can't agree with all of them. Thing is when a situation gets dire enough, you have to take some kind of action. That is what they've done. I'm just not fond of the action.
