that was the conventional wisdom (y2k took the air out of software).

At any rate software fell like 50% in 98 which means the 98 levels are depressed and we are below that now.

Personally I think software in 98 was also due to the b2c and intranet products stealing the thunder from ERP for corp IT depts. Everybody's IT was busy bringing up the internet and web-izing corporate email, stuff like that. Also SAP and PSFT had no web-based apps then, Orcl was trying to gain acceptance of the NCA (3-tier) app platform which is java... so these technologies then were not modern.
