Nope, bto's use it to because most bto's don't come from one stream. Example Dell bto's in Austin but products can come from taiwan (one vendor) or china or whereever. Each difference in component can theoretically result in a different COGS (if you were truly accurate about it which most companies aren't, they average).

Also a lot of components cost more to transport than buy, and thats always a challenge because transportation costs are never fixed by definition. So all of these factors can result in a different price you can sell something for. Thats the theory anyway- these products are new of course and still need work.
