That is such crap!
The crap is Bush pretending that he won anything like a victory in the Presidental election. Even that could be considered in the light of extraordinary circumstances if he tried to lead the whole nation. Instead he looks for narrow ways to transfer funds from the public treasury into his friends and family account. To be more accurate, his "friends" look for the ways while he consentrates on surviving the next pretzel.
