I think if the Israelis really wanted to get rid of Arafat, they would have. He's a convenient reason not to have to actually make tough choices.

While some of the Likud may find this convenient, let's say the disadvantages of his continued presence have outweighed the advantages for some time now. Sharon really, really wants to get rid of him. He was prevented by US influence, read, the US State Department, and to a lesser degree, dissension inside Israeli ranks.
