Could be worse. Could be Japan. The farm lobby in this country is strong, but also gets its butt kicked fairly regularly. The hardly get everything they want. In Japan, the electoral districts are set up such that rural areas (where those tiny Japanese farms are, of course) are heavily disproportionately represented in the Diet. The effect is that it is impossible for urban interests to get their bills through if the rural areas oppose it- -even though they have by far the majority of the population.

The result is laws that effectively prohibit the importation of foreign-grown rice and that result in oranges that cost $10 a piece.
