New laws limit judges' immunity from corruption charges and substantially raise their salaries. A Land Code signed into law last fall allows private ownership and free trade of land for the first time since Stalin's rule.

A stable government with the "rule of law" may slowly be coming in. The last ten years over there have been an incredible mess. The question is, (which will never be answered), is, "could it have been done any other way?"

Russia has smart people, with a good educational base. If the reform continues, I think we are possibly looking at our best foreign partner this century.
