Just a guess but perhaps Siebel and IBM are negotiating some sore of deal. IBM thought that Siebel wasn't being reasonable and needed a message. Thus the hasty press release with so few facts.

Yet because IBM is an integrator and has 500 joint customers with Siebel and has a few thousand Siebel-authorized consultants,

Not to mention 55,000 seats of Siebel CRM on the way to 150,000!
