My point is that the line has already been pretty clearly drawn. Machine guns are "offensive weapons", in that they are designed primarily for assault on a large contingent. They are not reasonably tailored to personal defense, nor are they standard issue in any infantry. Anything with a greater power of mass destruction would therefore be disallowed, except by special permit. Rifles and handguns, however, have a reasonable use for both defense and to constitute a militia in times of emergency.
