Bush will use it when and if needed. It started UNDER Bush's term as Governor, and was finished during Perry's term....both Republicans... BUT ,,,I am incensed.........where are all you pristine tree huggin wilderness loving knotheads when we need you? ALL these windmills are a blight on the landscape and a huge eyesore. And the equipment brought in to install these things left ugly marks on the pristine landscape. And I hear they upset the migration patterns of the Jackrabbit and Rattlesnake, to say nothing of the fact that no telling how many buzzards will be killed with the huge ugly blades.....OH THE HUMANITY.!!!!!. Where is all your Democarping now?
