Don't know enough about the farm bill to comment.

He never said he was going to rescind Clinton executive orders, he said they would all be reviewed which is what I understand is happening.......

He didn't have to rescind them. What he did do was to take them off the to be printed list. It takes about 30 days for an EO to be formally printed and it doesn't become law until it's printed.
