Wrong. Ask any politician or political scientist of the 20th. century. They will tell you exactly what sticks to a President, and what doesn't.

... As far as the poll numbers, we are still far too close to 9-11 for foreign affairs and the War to not be the dominant influence.

Domestic affairs will creep more slowly back into the national psyche, and may - or may not - be the top national item by the time the next Presidential election rolls around.

But history shows that (by mid-way into a new President's term) he basically owns the credit or blame for economic performance.

It's a convenient fiction, of course. President's generally don't influence the business cycle all that much... and especially not alone.

But it's 'popular political wisdom' none-the-less.
