Enron caught with smoking gun... nytimes.com This is a different version of an article I meant to post yesterday, and which doesn't appear to be in the Press Demo's archives. Yesterday's article stated that the "ricochet" strategy was used to evade wholesale price controls in Cal by transferring power out of the state and then back in. The "Death Star" was described in a memo as permitting enron to be paid for "moving energy to relieve (transmission line) congestion without actually moving any energy or relieving any congestion.".
