People who state that the War on Drugs isn't working are talking through their hat. Impose significant costs on anything, and you will get less. Whatever drug problem we have residually would be far worse if drugs were cheap, easy to obtain, easy to divert to a black market (say for minors), and carried little stigma. Yes, there might be a ceiling on potential consumption, but we have no reason to believe we are anywhere near it. How many of us want our kids going over to Jerry's, whose parents are cool and let kids raid their stash?

Of course drugs hurt people besides the user: Parents, spouses, children, the little old lady mugged in the park, or your best friend run over by someone under the influence.....
