I thought that was interesting and a bit on the surreal side, too. I think it means something like a road with 20 ft. impregnable bariers on each side of it so nothing can get out on the way from the WB to Gaza and vice versa.

Silly, really, though I don't really know what the distances involved may be. I suspect it depends on where on the WB the road begins.
