When I was over there a few weeks ago, flying on a chinese government owned plane reading a government controled newspaper, one of the headlines was the government run banks were trying to stop loaning funds to other government owned companies because they simply weren't paying the loans back. From memory, the numbers of non-payment were higher, something like 50%.

Personally, I don't think many Chinese enterprises have their eyes on profitability. We took a cruise down the Yang Tse river for 4 days. There were 120 passengers on board and something like 100 crew. A two week vacation (minus plane there and back) cost $1800, including 4-5 star hotels every night, 5 internal plane flights, all meals, all transportation, up to 4 different tours a day, a national tour guide and a local guide in each market. On a one hour plane flight, you get full meal service and some television. On one of the flights it was my group and 2 other people.

I did buy a silk rug that took a year for someone to make for $1000, maybe they are making some profit there to offset the losses elsewhere (I had 5 salespeople help me get the rug).
