The companies you mention are much more concentrated on telecom where as Cisco is not. Perhaps Cisco is fairing better than other techs because corporations still get value out of networks. On the other had it is probably hard ot justify upgrading a P3 to a P4, needing the newest edition of office or upgrading most software for that matter.
