Not at all, just common sense. I advocate comparing the expected utility of different courses of action, using straightforward cost-benefit analysis (although in the policy arena the costs and benefits obviously are multifaceted and can't be translated into dollar terms). The key word is "expected"--that means you can't cheat by referring to something that the decisionmaker couldn't possibly have known about.

Whatever happened to l'audace, l'audace, toujours l'audace?

Usually, it gets you to the guillotine--just like it did Danton.
