I'm not sure the buyers would be USA based. Not all telecoms are in dire shape, some are doing quite well balance sheet wise. The problem is there are too many firms supplying data/voice services and the various Fed Regs also are a mess. The Feds meant well but it just didn't work in reality. For example, I have DSL service with a well known and healthy telecom. They can't offer me long distance but they offer me local calls and DSL, does that make sense ? And they offer DSL thats always up and running, no problems. They always answer the phone if I have a tech question and I pay $40 a month.
