Today was a short squeeze, not a "rally". The vast majority of the buying was by hedge funds covering short positions. And it probably isn't over.

A rally generally means a higher high. The rest of this month will indicate if the market bottomed out on Tuesday.

In the U.S. The only place where you are seeing fiber pulled to the home is greenfield applications (like you described). The ILECS are not doing anything along those lines yet as they are trying to recoup their costs on their latest DSL buildout. Cable companies are likely to be who deploys fiber to the home first.

But, you are right, this is what is needed to stir the bull. Unfortunately, it is a lot further off for the mainstream than most people think.
