I think the Saudi's may resist having American troops launch any type of attack from Saudi soil. If the U.S. starts sending troops through Kuwait Saddam may take the country and the advance forces, a few tens of thousands of troops maybe, before the rest of the forces are in place. Just a day or two of Saudi stalling is all it would take. There may even be a civil war in brewing there at the time. Suddenly Saddam has ten thousand prisoners and nothing to lose.
