<< or must israel give arafat opportunity to act as well as speak, before retaliating strongly? >>

Arafat is incompetent. And.... he is surrounded by fellow terrorists. All societies are threatened by terrorists, or criminal gangs. In the Palestinian's case, they are completely controlled by criminals.

Oslo ended Israel's "occupation" in 1993. Arafat and his band of criminals got total control over their portions of Gaza and the West Bank. They got billions in aid, a lot of it from Israel.

After Oslo, Arafat needed to build a Palestinian infrastructure, with good schools, jobs, health care and industry, which would have encouraged international investment, AND would have encouraged Israel to offer the Palestinians more territory.

Instead, under Arafat, who is incompetent and corrupt, hundreds of millions of dollars, targetted for the Palestinian people, were stolen by Arafat and his goons. The people blame the Israelis for their misery, instead of holding their own corrupt leaders accountable. In a true democracy, crap like Arafat is usually ousted at the polls.

So, bottom line? As long as there are corrupt, incompetent criminal leaders, such as Arafat, there will never be hope for peace. The Palestinian people will continue to suffer at the hands of their leaders and at the hands of the United Nations (who was responsible for the Jenin slum). Israel must continue to use it's military to insure peace thru vigilance.
