Why buy Juniper, when they are competing head to head with them and winning already? They are taking Juniper's customers from them without having to pay for it, so it doesn't make sense to buy Juniper's customer base by buying Juniper. As far as CIEN, why expose themselves to a slow growth/shrinking industry? Long haul will be dead for awhile. All the hot growth will be in metro. Cisco already has a lot of products in metro, so no need to buy their either. Then as far as anything on the low end, that has never been something that Cisco has been interested in. They like to stay in the high margin business to stay exceptionally profitable. They've historically left the low-end stuff like consumer products to other vendors like Intel and 3Com.

Cisco is buying companies on the cheap, usually private companies in areas of future hyper growth or areas that strengthen existing products. That's the correct strategy. You really can't fault them in the acquisition space. Even though they've had some slip ups, they still do it better than most other companies.
