Ethnically, yes, although not excluding Arabs from citizenship. There is no mechanism to prevent a demographic shift except for an official policy favoring Jewish immigration. Religiously, it is more ambiguous. There are no religious qualifications necessary, per se, but the religious parties hold too much power in the Knesset, and therefore win privileges that most Israelis find offensive. This is because of proportional representation, and the need to build coalition governments, which means that both the Left and Right have had to woo the religious parties with cabinet positions, generally with portfolios like education.
