I know how they did it, I live in Chicago. We have a current US Senator whose Washington staff all were registered at a tavern at one point. Ever hear about the garbage can trick? If you voted properly you were given new garbage cans by your neighborhood committeeman. Funny, the garbage collectors (Chicago city employees) never emptied any cans that were not new.
