If you don't read the whole article carefully, you don't get to the part where he says that Actel and QuickLogic are NOT recommendations.

During 2001 Simtek engaged with Amkor Technologies to install our unique nonvolatile process technology into Amkor's 0.25 micron CMOS manufacturing line. This joint development program will support advanced Simtek products including a 1 million bit nonvolatile static ram and embedded nonvolatile memory for complex Systems on a Chip (SOC) applications. These products will offer the fastest high density nonvolatile memory device known to be commercially available at this time. Anticipating even greater product development and sales activities in 2002, Simtek added David Still as its Vice President of Engineering and Don Carrigan as its Vice President of Sales and Marketing, rounding out its senior management staff with highly qualified and experienced industry professionals.
