Posting news stories is not furnishing others with real time quotes and so does not require the payment of professional exchange fees. It is still illegal though.

I doubt a newswire would exercise their right to pursue such a copyright breach by a private individual. A paid stock promoter however might be considered fair game as they are using someone else's hard work to further their own business if they illegally post a news story.
