millions of people victimized to support drug habits and untold number of families torn apart...then the answer must be nobody.....and don't forget the trash that kills one another over drug territory.
It can be hard on the families, they will presumably encourage drug users to stop. With cheaper drugs there is much less need to victimize people. With little profit there is little incentive to fight over territory. It's all a matter of degree of harm and the current strategy has failed.
