Let me present a situation where NOK might not promote WCDMA:

QCOM has the only working chipset for WCDMA handsets, and it looks like that may be the case for a long time.

explain why the WCDMA chipset developers market went from 15 to 4 this last year and 1 of those is Qualcomm. surely Siements (infineon) and Samsung ( JV in US) would not just drop funding of such an important technology.
