My notes say CSCO had a PE range of:

22-47 in 1995
23-43 in 1997

I believe that's using trailing pro forma EPS. Data from Baseline Company Reports, which is now defunct.

I don't buy or sell at an average PE. I try to buy at the bottom end of the range, and consider selling at the top end of the range. So I pay attention to ranges, rather than averages.
