Imagine a soup line today that could stay open. Requirements involve:

1) Adequate restrooms.

2) A health department license, with regular inspections.

3) Minimum wage and Wage and Hours compliance for all workers-no volunteers unless you're a registered charity.

4) ADA compliance, with "reasonable" accommodations for both workers and customers.

5) Verifiable EEOC compliance for all applicants, and a verifiable record of hiring minorities.

USDA inspections for meat. Adequate refrigeration facilities. Street tax. It just goes on and on, and the customers are likely to starve before the first drop of soup hits the first bowl.

Let's hope, if there's another depression, the government falls first, so a few of us can survive...
