If you think it is a waste of time responding to me, then it is probably a waste of time for me to respond to you. Part of this discussion is just going in circles anyway but I'll try one more time.

As for section 1105(a)(29) - I was talking about the political oversight from congress and the president not oversight from the OMB. The OMB oversight might be useful but in general burocracies, even the best of them, can not impose the same level of pressure to be reasonably efficient as the market can. Also the OMB does not have the responsibility to determine that the whole purpose of a program is a waste of time, that is a political decision, and the only effective oversight of it is from the political process not from the OMB.
